VISA TO ENTER THE RUSSIAN FEDERATION IN ORDER TO OBTAIN A TEMPORARY RESIDENCE PERMIT IN THE RUSSIAN FEDERATION
- The period of stay in Russia with a visa to enter the Russian Federation in order to obtain a temporary residence permit in the Russian Federation is up to 4 months;
- A visa to enter the Russian Federation in order to obtain a temporary residence permit in the Russian Federation can be only single;
A visa to enter the Russian Federation in order to obtain a temporary residence permit in the Russian Federation is issued to a foreign citizen holding a permit from an administrative unit of the General Administration for Migration Issues of the Russian MIA (before - FMS Russia) to enter the Russian Federation for temporary residency.
If a foreign citizen has failed to enter Russia within the prescribed period (four months) with the issued visa to enter the Russian Federation in order to obtain a temporary residence permit in the Russian Federation, the whole procedure of issuing a permit for temporary residence must be carried out again.
A visa to enter the Russian Federation in order to obtain a temporary residence permit in the Russian Federation is issued only based on the invitation of the General Administration for Migration Issues of the Russian MIA (before - FMS Russia) with the purpose of visit as "temporary residence" or a written decision of an administrative unit of the General Administration for Migration Issues of the Russian MIA on giving a foreign citizen a permit for temporary residence in Russia.
Such decision is delivered to the consulate directly from the administrative unit of the General Administration for Migration Issues of the Russian MIA or through the Consular department of the Ministry of Foreign Affairs of Russia, or the applicant submits it on the day of the application.
The decision is issued on the official form of the corresponding unit of the General Administration for Migration Issues of the Russian MIA. With the reference to the relevant article of Federal Act №115-ФЗ of 25 July 2002 "On the legal status of foreign national in the Russian Federation", it states that the mentioned citizen is allowed to live temporarily in Russia without the established quota (or with it) and contains a request for Russian consular institution to inform the foreign citizen of the decision. The decision also includes the address of the administrative unit of the General Administration for Migration Issues of the Russian MIA which the foreign citizen should visit after entering Russia.
A letter with the decision of the General Administration for Migration Issues of the Russian MIA that has been sent personally to a foreigner who is considered by the General Administration for Migration Issues of the Russian MIA to remain in Russia can not be used for visa application abroad.

The objectives of the Center are: speed up and facilitate the visa procedure, create the most comfortable conditions for applicants, clarify the rules of entry and stay in the Russian Federation, check the completeness of documents that are required for obtaining a visa as well as represent the interests of applicants at the Embassy when submitting (collecting) documents on their behalf.
The final decision to issue or refuse a Russian visa as well as the issuance of visa itself to foreign nationals outside the Russian Federation lies with the respective Russian Consular institutions.
Necessary documents for a visa to enter the Russian Federation in order to obtain a temporary residence permit in the Russian Federation are as follows:
- The original of the invitation of the General Administration for Migration Issues of the Russian MIA (before - FMS Russia) with the purpose of visit "temporary residency" or a written decision of an administrative unit of the General Administration for Migration Issues of the Russian MIA on giving a foreign citizen a permit for temporary residency in Russia;
- The original of a foreign passport of a foreign citizen or a stateless person with at least two empty visa pages and valid for a minimum of 6 months starting on the day of visa expiry;
- Electronic Visa Application Form, filled out in Russian or English, and printed directly from the following website of the Consular Department of the Russian Foreign Ministry: https://visa.kdmid.ru;
- One passport size (3.5 x 4.5cm) clear photo in colour taken full-face directly facing the camera and against a plain white or light-coloured background. Only non-tinted prescription glasses and head covering worn daily for a religious purpose or as a part of national costume (in this case the same head covering must be worn in the passport photo) are allowed;
Attention! The Consular section of the Embassy of the Russian Federation in Japan may request additional visa documents, invite you for an interview or extend the time of visa issue procedure.

Visa fees should be paid on the day of the application(Japanese yen only).The visa processing fee is not refundable.

* Only Japanese nationals are eligible for free visas. Citizens of other countries may be charged an extra consular fee on the basis of reciprocity.
** If a weekend or a Russian national holiday falls during the processing period, then the processing period is further extended to include the duration of the weekend/holiday.
*** Multiple visa on a direct invitation from Russian company/individual may be issued to those foreign nationals who had previously visited Russia within the one year period before the application. The multiple entry visa issuing process takes 10 to 20 working days.
